Words Means Something As Well As Their Absence

Recently, a dignitary exclaimed, during a quoted reference," We hold these truths to be self-evident that all men are created equal, that they are endowed...with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness."

The Declaration of Independence states:

"We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness."

The most obvious omission was the reference that "God," The Creator, endowed humans with "certain unalienable Rights." Is this a minor omission? Or, was this a purposeful omission to leave out of the picture "God's" gift to humans? Human rulers would like to put themselves in the position of "Redemptor" for the purpose of putting "human rulers" in the place of "God?"
